Counterterrorism Program at Human Rights Watch;
Eric Jensen, formerly Chief of the International Law division of the Army's Office of the Judge Advocate General and now a Visiting Assistant Professor at Fordham Law in New York; and
Benjamin Wittes, Senior Fellow in Governance Studies at D.C.'s Brookings Institute. Moderating will be
Dick Jackson, Special Assistant for Law of War Matters, U.S. Army, and Chair of the Lieber Society on the Law of Armed Conflict, the ASIL interest group that's sponsoring the panel. Topics to be discussed:
