On this day in ...... 1973, in Havana, Cuba and Canada signed an Agreement on Hijacking of Aircraft and Vessels and other Offenses. The pact, which took effect upon signature, provided that each state would would prosecute
hijackers or return them to the country where the hijacking took place. It followed a series of hijackings, after which Canada "had had enough"-- no longer could hijackers expect asylum if they arrived there.
