... 2004, at a special meeting of the U.N. Security Council held in Nairobi, Kenya -- only the 4th meeting of the Council outside New York since 1952 -- government officials and rebels from Sudan signed a pact aiming at ending the country's 21-year-old civil war. Signed was a memorandum of understanding by which the two sides "declare their commitment to expeditiously complete negotiation - on ceasefire agreement and implementation modalities so as to conclude and sign the comprehensive peace agreement no later than 31 December 2004." The CPA would be signed on January 5, 2005.
