... 1974 (35 years ago today), the South Pacific island nation of Niue became "a self governing state in free association with New Zealand" upon adoption of the Niue Constitution Act, which had been approved by 66% of the electorate in a referendum the previous month. Niueans -- about 1,400 persons -- remain New Zealand citizens. Niue is not a member of the United Nations, but is a state party to a number of treaties.
