... 1994 (15 years ago today), the United States became a state party to the Convention Against Torture and to the Convention on the Elimination of All Forms of Racial Discrimination, by depositing with the United Nations its instruments of ratification respecting both human rights treaties. As has been its practice in recent decades, the United States attached a series of RUDs -- reservations, understandings, and declarations -- to each of those ratification instruments.
