... 1921 (90 years ago today), the Republic of Poland that had been formed in 1918, after both World War I and the ouster by uprising of German/Prussian occupying forces, adopted a Polish Constitution. Based on its French counterpart, this Polish charter included many democratic elements, such as this ban on discrimination, in Article 95:
The Republic of Poland guarantees on its territory, to all, without distinction of extraction, nationality, language, race, or religion, full protection of life, liberty, and property.
It would come to an end with the adoption of a more authoritarian charter in 1935, in what would prove to be the runup to World War II.
