... 1976 (35 years ago today), at the United Nations' headquarters in New York, the Security Council voted 11-1-3 to let the Palestine Liberation Organization take part in a debate on the Middle East. Abstaining were Britain, France, and Italy; the lone dissenter was the United States. The U.S. Permanent Representative to the United Nations, Daniel P. Moynihan, complained both that the PLO did not recognize Israel and that the PLOis not a state, does not administer a defined territory, does not have the attributes of a state and does not claim to be a state.
