On this day in ...... 1990 (20 years ago today), according to the archives of Toronto's Globe and Mail, the "International Joint Commission says Canada and the US must stop dumping toxic substances into Great Lakes; disease and birth defects a serious threat." The 3 U.S. and 3 Canadian members of this 101-year-old body, known in French as Commission mixte internationale, are charged with reviewing disputes respecting rivers and lakes along the border between the 2 countries.
