Also known as the Cartagena Convention in recognition of the Colombian city where it'd been signed 3 years earlier, it has 23 states parties. The Convention covers the Gulf of Mexico, the Caribbean Sea, and adjacent areas of the Atlantic Ocean. An accompanying Protocol Concerning Co-operation in Combating Oil Spills in the Wider Caribbean Region also entered into force on this day.
... 1991, a law professor testified before the Senate Judiciary Committee against U.S. Court of Appeals Judge Clarence Thomas, President George H.W. Bush's nominee to fill the vacancy created by the retirement of Supreme Court Justice Thurgood Marshall. Thomas' former employee, Professor Anita Hill, "complained of sexual approaches in vivid detail." Thomas called the hearing "a high-tech lynching for uppity blacks who in any way deign to think for themselves, to do for themselves." As Nanny of the Maroons posted, last week's publication of an autobiography and airing of a "60 Minutes" broadcast (video here), in both of which Thomas repeated his angry denial, have stirred the controversy once again. The comments by Thomas, a Justice since 1991, and surrebuttal by Hill, were all the audience buzz during argument breaks last week.
