1996, 2 years after her appointment as a special expert by U.N. Secretary-General Kofi Annan,
Graça Machel (right), dubbed "children's champion" by the BBC, issued a comprehensive report on
child soldiers and other impact of conflict on children throughout the world. The report issued a "call to action" for greater protection for children, in keeping with the promise of the 1989
Convention on the Rights of the Child. Machel's report provided essential data for my article
