... 1968, a growth in liberal democratic practice that had come to be known as "Prague Spring" was halted by Soviet tanks rumbling through the capital city of Czechoslovakia. Placed under arrest were leaders of the movement, among them Prime Minister Alexander Dubcek. The West complained but did not act, and it was not until 1989 that the Soviet-backed regime was toppled.
