Charges of corruption and misconduct marred the previous tenures of Bhutto, in "self-imposed exile" for 8 years. Nonetheless, turmoil in the country, stemming in part from the suspension of Pakistan's Chief Justice and in part from the continuing challenge of extremism, seems to have given her an opening for negotiating a return.
